A household reading about new refrigeration standards on October 28, 2016 had reason to check the product category before drawing conclusions about its kitchen. DOE's direct final rule concerned miscellaneous refrigeration products. The agency's July 18 coverage and test-procedure rule explained that the group included devices with compartments warmer than typical refrigerator compartments, such as wine chillers and beverage coolers. [2016-24759][2016-14389]

That earlier rule established coverage, definitions and testing procedures for certain classes of these products. The October rule addressed energy conservation standards. A method for measuring energy use and a standard governing it do different jobs; neither document's title is a reliable substitute for checking whether a particular product falls within the definitions. The category should not be expanded casually to all household refrigerators. [2016-24759][2016-14389]

The October direct final rule specified February 27, 2017 for effectiveness, subject to the adverse-comment process. Comments received by February 15 could lead to withdrawal if DOE determined they provided a reasonable basis. The standards-compliance date was October 28, 2019. Publication in 2016 therefore did not mean the new standards already governed every appliance offered to a household that day. [2016-24759]

Our consumer reading is to separate a future product standard from a personal instruction to discard an existing appliance. These sources do not establish that replacing a household's unit would save money or that its current model failed a requirement. Both documents come from the same DOE policy chain, not independent tests of consumer benefits. They explain the category and schedule, while leaving any particular purchase decision unproven.
