For a creator trying to report an unauthorized upload, a directory is useful only if its contact information still works. A Copyright Office rule published November 1, 2016 addresses that problem by moving designated-agent filings into an electronic system. In this November 8 retrospective, the change remains scheduled to take effect on December 1, not a new announcement that day. [2016-26257]

The final rule requires providers seeking to meet section 512(c)(2) to keep the required information accurate both on their websites and with the Office. Searchable alternate names include website and application names the public would likely recognize. A public-facing brand therefore matters alongside the provider's legal name: the directory is intended to connect an identifiable service with its designated recipient of infringement notices. The September 2011 proposal explains the design problem. The Office wanted electronic filing and a searchable database, with required fields and checks against plainly inappropriate entries. That earlier plan supplies context for improving contact records, not evidence that the final system already reduced missed notices. Proposal and final rule are complementary documents from the same agency process. [2016-26257][2011-24780]

The final designation expires after three years unless amended or resubmitted; either action starts a new three-year period. Existing paper filers seeking continued compliance must register electronically by December 31, 2017. These maintenance duties concern a route for notices, not registration of a creator's copyright or a decision on the merits of a complaint. Better contact information is an administrative aim, not proof that disputes became fairer. [2016-26257]
