A fall-protection device is only part of the worker’s protection. OSHA’s final walking-working surfaces rule, published November 18, 2016, also addresses training on fall hazards and protection systems. This November 19 retrospective concerns that general-industry action, not a new Saturday announcement or a wholesale replacement of the separate construction standards. [2016-24557]

The agency’s May 2010 proposal explained why it wanted to move beyond rules centered on guardrails and physical barriers. It sought to recognize suitable personal fall-protection systems while allowing employers to select methods that fit the operation. That flexibility was presented as compatible with effective protection, not permission to leave an employee exposed when a barrier is inconvenient. [2016-24557][2010-10418]

The final rule generally becomes effective January 17, 2017, but initial training compliance has a May 17, 2017 deadline. OSHA’s discussion says previously delivered training that meets the final requirements need not be repeated merely because the rule is finalized. Where earlier instruction misses new requirements, however, the missing instruction still matters. The distinction avoids equating training with simply holding another meeting. [2016-24557]

For workers, our reading is that implementation must connect the chosen system to the hazards of the job. The final rule also staggers other requirements, including rope-descent anchorage provisions due November 20, 2017. The proposal and final action belong to one Labor Department rulemaking chain. They describe intended injury prevention, not measured proof that workers have already experienced fewer falls because of this revision. [2016-24557][2010-10418]
