For people living around oil-and-gas operations, a reported emissions number is more useful when its method is understood. EPA's November 30, 2016 rule revised equipment-leak reporting under subpart W. It added detection methods, factors used to calculate emissions from leaking equipment, and reporting requirements and confidentiality determinations for nine new or substantially revised data elements. One practical choice was Method 21 with a leak definition of 500 parts per million by volume, as an alternative to the specified optical gas imaging method. EPA also provided separate leaker factors for that Method 21 alternative. The concentration defined a leak for that method; it was not a health-protection limit or a statement that lower concentrations were safe for nearby residents. [2016-27981]

The January 29 proposal explains why detection and calculation traveled together. EPA sought to align reporting methods with the then-proposed new-source performance standards and add factors for calculating leak emissions. By the November final rule, those standards were finalized. The documents trace one policy's development, not two independent measurements of pollution or community exposure. There was a further boundary for residents assessing the announcement: subpart W itself did not require detected leaks to be repaired, although other rules could. The final reporting rule specified January 1, 2017 effectiveness. Better-defined reporting could support scrutiny, but the documents did not show achieved emissions reductions. The immediate public-interest gain was a clearer accounting framework to examine, not evidence that a particular leak had stopped. [2016-27981]
