For families considering a manufactured home, its legal title matters to the financing framework around it. FHFA's final Duty to Serve rule, published December 29, 2016, includes Enterprise support for loans on homes titled as personal property, often called chattel. That places those homes within a route the agency's earlier proposal would have excluded, rather than simply renaming an existing category. [2016-30284][2015-31811]

The December 18, 2015 proposal had covered manufactured homes titled as real property and manufactured housing communities, but excluded personal-property homes. The final recognizes chattel loans through both pilot and ongoing initiatives. The comparison concerns which activities Fannie Mae and Freddie Mac can receive regulatory credit for, not whether a particular family has passed a lender's application process. [2015-31811][2016-30284]

That distinction is essential to the public-interest promise. Duty to Serve seeks to improve secondary-market support for manufactured housing, affordable housing preservation and rural markets serving very low-, low- and moderate-income families. The final still excludes support for homes not compliant with the HUD Code. Wider eligible activity is therefore neither universal home eligibility nor evidence that household borrowing costs declined. [2016-30284]

Enterprise plans remain subject to FHFA review and safety-and-soundness considerations. The first proposed plans are due within 90 days after proposed Evaluation Guidance is posted; January 30, 2017 effectiveness does not mean that financing is delivered that day. These two FHFA documents trace one policy process. For families, the next meaningful evidence would concern the terms and availability of actual financing, not merely institutional credit for an activity. [2016-30284][2015-31811]
