Families paying for dependent care should not mistake a newly published regulation for a newly created benefit. USDA's January 6, 2017 SNAP rule codifies removal of the dependent-care deduction cap under the 2008 farm law. This January 8 weekend retrospective concerns that codification and its administrative changes, not a Sunday benefit increase. [2016-30663]

The final text explains that the statutory cap removal was effective October 1, 2008. Eligible households could deduct allowable care costs not already reimbursed by another program. That history matters: describing the January publication as first granting the deduction would erase the earlier legal change and misstate what families were being offered. [2016-30663]

The May 2011 proposal supplies a related employment-support rationale. It described job-retention services after other SNAP employment and training services, listing counseling, coaching and required work clothing among possible supports. Those were proposal examples within an option already available under the 2008 law, not new universal benefits announced in 2017. Proposal and final are parts of one USDA process. The January action also contains interim-final procedures for treatment-center departures, including change reports, card return and prorated benefit refunds. Group-living duties depend on the facility's representative role. The published schedule separates general March 7 effectiveness from April 6 for those center provisions. For households, explaining which procedure changes and which benefit already existed is more useful than treating every item in the document as fresh financial help. [2016-30663]
