People seeking better broadband need an operating service, not merely a rule that makes an application possible. FCC's January 31 publication established a framework enabling Globalstar to apply for a low-power terrestrial network in its licensed 2483.5–2495 MHz band. The document identifies an opportunity for expanded use, not evidence that households had received a connection. [2017-02027][2014-03618]

The distinction becomes clearer beside the proposal published in February 2014. That earlier plan included operations in the adjacent 2473–2483.5 MHz band used by unlicensed devices. The final decision did not address low-power operations there, following a revised proposal confined to licensed spectrum. Describing the wider original footprint as approved would overstate the decision's reach. [2017-02027][2014-03618]

The licensed portion comprises 11.5 megahertz. That is an amount of spectrum, not a broadband speed, a coverage area or a count of people served. Globalstar was the sole mobile-satellite service licensee in that band. The framework changed the route for seeking terrestrial authorization; it did not establish where a network would reach or what users would pay. [2017-02027][2014-03618]

The underlying order was adopted December 22, 2016. General effectiveness was scheduled for March 2, 2017, with section 25.149 information-collection amendments awaiting OMB approval and a separately announced date. For this February 4 retrospective, both timing and scope remain important. The public-interest test is eventual usable service; these same-chain FCC records do not yet answer it.
