For people who rely on banks to hold deposits and extend credit, less regulatory paperwork is not the same thing as less financial risk. The Federal Reserve's final rule published February 3 would remove qualitative capital-plan objections for qualifying large and noncomplex firms. As of February 5, its March 6 effective date remained ahead. [2017-02257][2016-23629]
The September proposal explains the division of work: quantitative assessment under Comprehensive Capital Analysis and Review, or CCAR, would remain, while qualitative review would move into ordinary supervision. The final rule preserves supervisory and enforcement authority. The public-interest question is therefore how scrutiny operates, rather than whether the regulator has stopped examining capital planning. [2017-02257][2016-23629]
Eligibility also limits the claim of relief. The final definition uses average consolidated assets below $250 billion, defined average nonbank assets below $75 billion and exclusion of U.S. global systemically important banking groups, assessed as of the preceding December 31. These are regulatory measures, not interchangeable snapshots. The proposal's separate foreign-exposure ceiling below $10 billion did not survive as the final classification test. Nor does a single balance below the ordinary $50 billion entry threshold automatically end applicability. The final ongoing-applicability provision requires total consolidated assets below that level in each of four consecutive quarterly reports; Board-order applicability is also preserved. These documents establish a narrower review mechanism, not evidence of safer deposits, more lending or improved working conditions. Those outcomes would require evidence beyond one Federal Reserve rulemaking. [2017-02257][2016-23629]
